Recreation Specialist Job Announcement

As a Recreation Specialist with Bismarck Parks and Recreation District, you will work closely with the after school program (BLAST), create and implement special events for the community and assist with the summer programming known as Activity Center. You will impact people throughout the community, school-age children and young employees with BPRD. Each day will be different as you learn and grow your knowledge, skills and abilities in a wide variety of settings.

To thrive in this position, you must have methods for organizing, coordinating, and supervising a variety of recreation programs, organizational and conflict resolution skills, the ability to communicate effectively verbally and in writing, manage multiple tasks and duties, establish and maintain effective working relationships with District personnel, groups, associates, agencies, and individuals; and be able to pass a background check and drug/alcohol screening.

We will be screening application materials for these minimum qualifications: A bachelor’s degree in parks and recreation or a related field, with an emphasis in administration, community recreation, or education with a minimum of one year full-time or two years’ part-time experience in planning, coordinating, and supervising a variety of recreation programs and special events, a valid driver’s license and the ability to lift and carry objects up to 30 pounds or heavier lifting with other employees. JOB SUMMARY

Assist the Recreation Manager and Specialists in the supervision of a municipal recreation and leisure program with the District.

Assist the Recreation Manager and Specialists in implementing and monitoring policies, procedures, and guidelines within the Facilities and Programs Division as they relate to program administration: public relations, record keeping, programming, personnel, purchasing, inventory control, promotion, and budgeting.

The position is responsible and accountable for the supervision of assigned programs, facilities, and personnel on a daily and/or seasonal basis within District policies and procedures. Employee is directly accountable for own actions or inaction.

Employee is to take direction from assigned supervisor or person responsible for successful completion of task, or other supervisors within the division.

JOB DUTIES AND TASKS

Essential Functions

Human Resources

  • Assist the Recreation Manager, Specialists, and/or independently hire, train, supervise, schedule and evaluate seasonal employees.
  • Follow all District ordinances, policies and procedures, including, but not limited to, the Human Resource Policy and Procedure Handbook, Accounting Manual and risk management program as well as applicable federal and state laws.

Program Oversight

  • Work as a team with another Recreation Specialist to plan, supervise, manage, coordinate, and evaluate assigned recreation programs, including BLAST (after school activity program), Activity Centers and Safety Village. Other areas of responsibility include Open Gym, special events, Flag Football and other programs assigned.
  • Assist in maintaining, purchasing, and upkeep of equipment for assigned programs. Prepare inventories and lists of materials, supplies, and equipment needed for program operations.
  • Create, plan, implement, supervise, coordinate and evaluate recreation programs and special events as assigned.
  • Coordinate and assist with special events as assigned throughout the District. Develop new special events for the District.
  • Coordinate or assist with any other assigned programs.

Other Essential

  • Frequent lifting up to 30 pounds or heavier lifting with other employees.
  • Maintain a valid driver’s license for the class of vehicle to be driven.
  • Maintain certification in first aid, CPR and AEDs
  • Assist with developing budgets, schedules, reports, fees, seasonal brochures and other duties requested by assigned supervisor.
  • Adhere to risk management program including timely submission of incident/accident and safety concern reports, safety training, and inspections.
  • Represent the District in a positive manner.

  • Recommend changes on programs to meet the needs of the public.
  • Responsible to attend all meetings within the Facilities and Programs Division and management team.

JOB SPECIFICATIONS

Ability to receive and maintain certification in First Aid/CPR/AEDs, communicate effectively verbally and in writing, manage multiple tasks and duties, establish and maintain effective working relationships with District personnel, groups, associates, agencies, and individuals, clean and perform light maintenance duties, and the ability to lift and carry objects up to 30 pounds or heavier lifting with other employees.

WORKING CONDITIONS

  • Primary office location is the District’s administrative office with 12-15 employees on site. Evening, weekend and holiday hours may be required, depending on activities. Indoor and outdoor work locations.
  • General public contact is extensive.
  • Travel is required as part of professional involvement and representation of the District may require two overnight stays per year.
  • Office hours are varied with multiple interruptions and schedule of meetings, program and special events.
  • Responsible to provide personal vehicle and cell phone for work with reimbursement as per District policy.

Parks Maintenance Technician I Job Announcement

As a parks maintenance technician I with Bismarck Parks and Recreation District (BPRD), you will assist in maintaining parks, outdoor areas and facilities owned or managed by BPRD so the community can enjoy recreational opportunities. Every day will be different as you maintain, improve, and repair the parks, outdoor areas and facilities. You may be transferred to one of the other divisions during the off-season, depending on BPRD needs.

JOB SUMMARY

The primary functions are to assist in the maintenance, improvement, repair, and operation of all the athletic complexes, parks and facilities owned or managed by the Bismarck Parks and Recreation District.  Employee will be assigned a variety of tasks supporting all divisions, areas and facilities within the Bismarck Parks and Recreation District (District) system. 

Position may require employee to be transferred to one of the other divisions during the off-season, approximately October through March, weather dependent.  The schedule of work may vary from season to season.

Employee is responsible and accountable for own actions or inaction and is to take direction from assigned supervisor or person responsible for successful completion of task.

JOB DUTIES AND TASKS

Essential Functions

Facility and Equipment Operations

  • Assist in the maintenance, improvement, repair, and operation of all property and facilities owned or managed by the District, as assigned.
  • General tasks may include the maintenance of an indoor facility and will include evening and weekend hours.
  • Responsible for safe and efficient operation of all equipment and tools and due care and safety in handling pesticides and chemicals, safe practices on the job site, and care and upkeep of vehicles, tools, and equipment.
  • Operation of trucks, tractors, equipment, and hand tools, turf care, plumbing, irrigation system operation/repair, maintenance of athletic facilities, construction and carpentry.
  • Light construction work and skilled assignments are common, as are minor repairs to equipment, vehicles, buildings and facilities.
  • Clean restrooms, remove litter/garbage, and other janitorial and custodial duties.

Communication and Record Keeping

  • Communicate with supervisors and staff regarding the on-going operations, job status, safety concerns and needs within the division.
  • Attend meetings with the Manager/Superintendent/Specialist to maintain a dialogue relating to park/athletic field/building status.
  • Generate and maintain records and reports relating to maintenance activities, pesticide/fertilizer applications, inspections, etc.
  • Assist individuals and groups as needed within the policies and procedures of the District.
  • Develop and maintain positive working relationships among staff.
  • Represent the District in a positive manner at all times.

Other Essential

  • Ability to lift 50 pounds alone or heavier lifting with other employees.

JOB SPECIFICATIONS

Position requires an Associate’s Degree in a field directly related to the job description, or a high school diploma (or equivalent) with a minimum of two years’ work experience related to the job description, a valid driver’s license is required for class of vehicle to be driven, and the ability to lift 50 pounds or heavier lifting with other employees.

Preferred qualifications include additional education or experience directly related to the job description such as construction, carpentry, grounds/facility maintenance, plumbing, welding, turf care, tree care, and/or irrigation operation and/or repair, additional licenses and/or certifications related to the job description such as a pesticide applicator’s certification in the turf and ornamentals category, training and/or certification as a Playground Safety Inspector or a commercial driver’s license.

Knowledge of turf management, construction, irrigation systems, plumbing, welding, arboriculture, landscape installation and maintenance. 

Ability to prepare written reports, and report problems and repairs to proper person, manage skilled assignments and must be able to read, understand and interpret labels on pesticides, reports, manuals and to comprehend and follow oral or written instructions. 

Successful experience operating a variety of light equipment and power tools.

Experience in performing manual and semi to skilled maintenance and repair work.

Experience or training in performing equipment repair, maintenance of turf, grounds, buildings and facilities.

WORKING CONDITIONS

  • Employee is required to work 40 hours a week and overtime when required. Absences must receive prior approval of supervisor.
  • Work is primarily outdoors and requires working under extreme conditions.
  • Employee is required to take on-call assignments, to work nights, weekends and/or holidays on a rotating, scheduled, or as needed basis.
  • May be assigned to other Park District divisions or joint projects with other entities.
