Board of Park Commissioners Brief for February 19, 2026

Sergeant Elliot Carvell, Burleigh County Sheriff’s Department, presented the Golden Citizen Award to two Bismarck Parks and Recreation District employees, David Robinson and Seth Johnson, for their efforts to save a man from freezing to death at McDowell Dam Recreation Area.

Kristin Wilhelm shared an update on the Bismarck Figure Skating Club as a BPRD featured partner. The Board also heard from another featured partner, Bismarck Hockey Boosters, from Mikayla Jablonski Jahner.

The Board approved the bid for replacement of the half court at Tom O’Leary Tennis Courts by Brandoz Concrete Inc. for $55,487.50.

The Board approved the bid for resurfacing the tennis courts at Tom O’Leary Tennis Courts by JB Surfaces Inc. for $61,787.

The Board approved the bids and add-in options for a vault toilet at Walt Neuens Memorial Horse Arena and a storage shed at Sertoma Park Volleyball Courts by Boom Concrete Inc. in the amount of $55,645.25.

The Board rescinded the fertilizer bid awarded to Reinders in December due their inability to deliver product at the bid price and awarded the bid to the next lowest bidder, The Tessman Company.

The Board approved Round 1 Matching Grants as follows:

  • BPS – Solheim Elementary School
  • Bismarck Rotary Club
  • Bismarck Mandan Lacrosse Association
  • Nishu Bowmen
  • Theo Arts School
  • Aquastorm Swim Club
  • Bismarck Horse Club
  • Satchel Paige Statue – Bismarck Recreation Council

The Board approved the request for Executive Director Kevin Klipfel to appear before the Garrison Diversion Conservancy District hearing to share information about benefits of the grant program.

The Board approved the request to dispose of obsolete records and corrected the portable toilet servicing bid. The Board approved consultant agreements and calls for bids for Custer Park Stage Replacement with AGL Landscape Architects and for Century Avenue to Sunrise Park Trail with KLJ. The Board authorized staff to apply for a Community Development Block Grant and a Destination Development Grant.

The Board went into executive session to consider applications for the executive director position. After reconvening the meeting in regular session, the Board decided to extend the deadline for applications to March 13, 2026, along with updating the executive director job description.

The next regularly scheduled Board meeting is Thursday, March 19, 2026, at 5:15pm in the Tom Baker Meeting Room.
