Liliana Norby shared information about Theo Art School as a Bismarck Parks and Recreation District (BPRD) featured partner. Theo Art School is celebrating its 30th year in 2022, and she noted they have taught art to more than 95,000 program participants since their founding. Norby expressed appreciation to the BPRD Board and staff for its partnership.

BPRD Facility Specialist Brandon Wilkens updated the Board on the NDABI State Amateur Basketball Tournament the park district is hosting March 25-27. There are 125 teams registered, up 15 from 2021. The tournament will utilize gyms at all three public high schools in Bismarck, along with Horizon Middle School. Action begins at 3 p.m. Friday and concludes about 4 p.m. on Sunday.

Mike Wolf shared the interest of the softball community in supporting the construction of an umpire building for the south softball fields at Cottonwood Park that would be named in honor of Walt Stack. He said that dedicated umpire space is necessary for a high-quality event experience, and the proposed location is the only Bismarck softball complex that does not have an area for umpires. The 28-foot by 22-foot building is estimated to cost $212,000. Wolf expressed interest in working with the park district to support a fundraising effort to build the facility. The Board approved moving forward in partnership with the softball community to construct the umpire building.

The Board accepted the general base bid, alternate 1 and alternate 2 for the Sertoma Park Outdoor Tennis Court and Park Improvements from Capital City Construction in the amount of $820,876.14.

The Board approved the bid for a resurfacer and additional equipment from Frank J. Zamboni & Co. for $162,554.80.

The Board accepted the bid for the Joann Hetzel Memorial 4-H Building Air Conditioning Project from Northern Plains Heating and Air in the amount of $99,655.

The Board approved the bid for an Access Audit and Transition Plan Phase II from ACTSErvices Inc. in the amount of $43,635, along with Burleigh County properties in the amount of $6,837.50 pending approval of the Burleigh County Commission at its March 21 meeting.

The Board approved a records disposal request, approved adjustments to baseball fees, and authorized a BPRD application for an American the Beautiful grant. The Board authorized a call for bids for Eagles Park electric improvements. The Board authorized disposal of surplus equipment through the City of Bismarck auction.

The Board approved selection of AGL Landscape Architects for the Joann Hetzel Memorial 4-H Building playground project.

The next regularly scheduled Board meeting is Thursday, April 21, 2022, at 5:15 p.m. in the Tom Baker Meeting Room.
