Bismarck Board of Park Commissioners Brief for Aug. 18, 2022


Steve Neu shared information about the Bismarck Community Gardens as a Bismarck Parks and Recreation District (BPRD) featured partner. The organization started in 2007 and has grown to managing 676 garden plots at five BPRD sites: Bismarck Municipal Ballpark, Elk Ridge Park, Horizon Park, Johnny Gisi Memorial Park, and Tatley-Eagles Park.

Will Hutchings, City of Bismarck, presented an update on Bismarck’s Together 2045 Comprehensive Plan, which provides guidance for future growth and development of the community. Adoption of the final plan is expected in December.

Bismarck City Administrator Keith Hunke and City Attorney Jannelle Combs provided an update on Bismarck State College’s (BSC) request for a donation of land from the city for a new polytechnic building. Hunke shared that they have received public input asking for consideration that some of the parcel requested by BSC be donated to the park district for recreation purposes. The Board authorized park district staff to work with city staff on a potential agreement for donation of land to the park district.

The Sertoma Park Restroom Improvements project will be rebid later this year as no bids were received by the Aug. 2 bid opening date.

The Board approved the bid for the Elk Ridge Pickleball Court Fence from Modern Fenceworks LLC in the amount of $98,001.23.

The Board rescinded the bid for shingle roofing projects awarded to L&L Brendel Construction. Staff will solicit price quotes to complete the projects.

The Board approved extension of the Tom O’Leary Golf Course concessions agreement with Bismarck Sports Group for the 2023 golf season and approved a new five-year lease agreement for office space for the ND League of Cities. The Board also approved consultant agreements for the Municipal Country Club improvements and Municipal Ballpark Phase III Planning with EAPC.

The Board approved a three-year use agreement for the BSC Aquatic & Wellness Center with University of Mary for their swim and dive teams

The next regularly scheduled Board meeting is Thursday, Sept. 15, 2022, at 5:15 p.m. in the Tom Baker Meeting Room. It will include the public hearing on the 2023 proposed budget.
