Bismarck Board of Park Commissioners Brief for Dec. 16, 2021

Meeting Recap for Dec. 16, 2021

Jamy Mills shared information about Fast Trax BMX as a Bismarck Parks and Recreation District (BPRD) featured partner.  Significant work on the track has been accomplished over the last five years, including installation of asphalt corners through a BPRD matching grant this year.  Mills said they have strong participation with riders ranging in age from 1 to 70.  Their goal is to host a national race and more fully integrate the track into Cottonwood Park with landscaping and other features.

Mark Trieglaff, ACT Services Inc., reviewed the ADA Access and Audit Transition Plan Phase I, which was accepted by the Board.  Trieglaff noted that, while there are issues to address, BPRD has done well in making sure its parks and facilities are usable by the public.

The Board accepted bids for 2022 maintenance equipment and approved rebidding the golf cart fleet and irrigation control system.  The Board rejected the general contractor bid for the Sertoma Park Outdoor Tennis Court and Park Improvements due to cost, but accepted the low electrical bid of $244,812 from Edling Electric.  The Board awarded 2022 concession operations for the Scheels Sports Complex to Legacy Hockey Boosters and 2022 vending machine services to Green Food 2 Go.  No bids were received for concessions at softball complexes and the Cottonwood Park Soccer Complex, so park district staff will continue to service these locations.

The Board approved year-end transfers for capital projects and equipment purchases.

The Board approved changes to BPRD’s Service Animal Policy.

The Board approved changes to BPRD’s Accounting Policy and Procedure Handbook.

The Board authorized selection of consultants for the Sertoma Park north restroom sanitary sewer connection, Hay Creek Trail improvements, and Clairmont Family Conservation Park/Sheila Schafer Junior Links.  The Board also approved the selection of Prairie Engineering as consultant for air conditioning improvements for the Joann Hetzel Memorial 4-H Building.

The next regularly scheduled Board meeting is Thursday, Jan. 20, 2022, at 5:15 p.m. in the Tom Baker Meeting Room.
