Board of Park Commissioners Brief for July 17, 2025
Bismarck Parks and Recreation District’s featured partners highlighted camps for people with disabilities. Lorena and Matt Poppe shared information about iCan Swim Camp, which is in its fifth year at BSC Aquatic & Wellness Center. Kendra Vander Wal discussed iCan Bike Camp, being held for its eighth year at VFW Sports Center.
The Board approved the bid for the Tom O’Leary Golf Course cart path project from JD Kraemer Enterprises in the amount of $284,258.68.
The Board approved the bid for Elks Aquatic Center playground surfacing replacement to Dakota Playground Inc. in the amount of $63,611.
The Board approved the bid for General Sibley Park & Campground RV electrical pedestal improvements to Fetzer Electric Inc. in the amount of $141,000.
The Board approved the bid for a pool filter septum for BSC Aquatic & Wellness Center to PoolCorp/Rec Supply in the amount of $30,950.
The Board approved the bid for Capital Racquet & Fitness Center hot tub tiling to Associated Pool Builders Inc. in the amount of $59,800.
The Board approved the bid for VFW Sports Center door replacement to C & H Glass in the amount of $76,657.
The Board approved the updated Public Comment Policy.
The Board received a report on cleanup and tree loss from the June 20 storm.
The 2026 operating budget was introduced as a balanced budget with a reduction of .44 mills. The Board moved to approve the introduction of the 2026 operating budget as presented, to approve the 2026 budget resolution, and to approve the preliminary budget statement for 2026 and set the public hearing for Sept. 11 at 5:15 p.m. in the Tom Baker Room in the City/County Building.
The Board directed further review of the merit increase percentage for full-time staff for the 2026 budget.
The Board authorized staff to apply for two grants the Tourism Destination Development Grant Program through the North Dakota Department of Commerce. The Board approved user agreements with Bismarck Hockey Boosters, Bismarck Figure Skating Club, Capital Curling Club, Bismarck Public Schools for ice arenas and BSC Aquatic & Wellness Center, and Bismarck Sports Group for ice arenas and advertising. The Board approved the real estate purchase agreement for Hay Creek Addition Lot 2. The Board authorized staff to participate in cooperative purchasing with the State of North Dakota.
